This is a Fiesta ® Dinnerware Lunch Plate made by The Homer Laughlin China Company.  Homer Laughlin china is lead free as well as microwave and dishwasher safe and can also be used in the oven.
Even though most people call this Fiestaware, The Homer Laughlin China Company requires their Fiesta ® line be called Dinnerware.
This VERY HARD TO FIND Collectors Lunch Plate is White colored with Cobalt Blue Lettering. The Fiesta Lunch Plate has the Decal saying August 2005 Hancock County, We're on Top Of West Virginia, West Virginia County Commissioners Association, and measures 9 inches diameter.
This is new and has never been used, but does not include any factory box or packaging. Please look at the photos.
